PLANNING COMMISSION MEETING MINUTES
SEPTEMBER 15, 2014
EVENDALE MUNICIPAL BUILDING

The regularly scheduled meeting of the Evendale Planning Commission (EPC) was called to order by Chris Patterson at 5:30PM on September 15, 2014. Attending were EPC members Mark Ferguson, Catherine Hartman, Jan Moore, Chris Patterson, and John Richey.  Supporting the EPC were Jack Cameron (Assistant to the Mayor), James Dobrozsi (Architectural Review Board Member), David Elmer (new Assistant to the Mayor), Kathy Farro (Legal Advisor), Pam Morin (Building Department Clerk), and Ralph Terbrueggen (Landscape Architect).

New Business

1.      O’Reilly Auto Parts, 10800 Reading Road
        Lot Split and Site Review of New Building

Presentation was made by Mark Rippe, Evendale Investments (current owner of the property) and Wendell Miller, Prime Commercial Realty, Springfield, MO, representing O’Reilly Auto Parts (potential buyer/developer).  

The proposal entails selling a 1-acre portion of the current lot to O’Reilly.  The remaining lot will be L-shaped, which requires approval of a variance from zoning code by Evendale Council.  O’Reilly provided a site plan for their new building.

A motion was made by Catherine Hartman to recommend that Council approve the proposed lot split, conditional on site plan approval, and based on the following unique circumstances:
1)      The lot currently has an unusual configuration with an existing building perpendicular to the street and an undeveloped front parcel with remnants of a prior concrete pad.
2)      The original development plan for the lot is unlikely to be carried out based on low market demand for leased space.
3)      The street view and lot plan will be improved by having a building facing Reading Road vs. viewing the side of a perpendicular building.
4)      Easements with the current property owner for cross-access will provide a cohesive design and reduce potential future disputes.
5)      Right-in, right-out access to Reading Road vs. open parking lot will be an improvement for traffic flow and landscaping.
The motion was seconded by John Richey and passed 5-0.

Following the site plan review, Mark Ferguson made a motion to approve the site plan with the following conditions:
1)      The building will be moved north 15-20 feet to provide clearer visibility of the existing rear building.
2)      The trash bins will be relocated to the NE or SE corner to be less visible from the street and existing driveway.
3)      Easements will ensure cross-access for current property owner.
4)      Landscaping plan will be revised to the design recommended by Ralph Terbrueggen, in particular providing better definition and symmetry of the driveway and enhancing use of color and height variation.
5)      Right-in, right-out access to Reading Road.
6)      Masonry structure.
7)      Mechanical units on roof will be screened or hidden.
8)      Lighting plan in compliance with code.
9)      Signage plan in compliance with code.
10)     Council approves lot split with remaining L-shaped lot.
The motion was seconded by Jan Moore and passed 5-0.  
        
Internal Business

1.      Planning Commission Retreat

The EPC agreed it would be helpful to have a special session to enhance our understanding of emerging trends in suburban planning and general issues/opportunities for planning commissions.  Jack and David will try to schedule a half-day session with Ann McBride or another associate of Clarion Associates on a Saturday in October or November.

2.      Approval of Minutes

The minutes from the July 15, 2014 meeting were reviewed. A motion was made and seconded to adopt the minutes without amendment. The motion passed 5-0.

Adjournment

The meeting was adjourned at 6:30PM.   

The next regular meeting is scheduled for Tuesday, October 21, at 6:00 PM.
